La Représentante Spéciale Adjointe Giovanie BIHA Conclut sa Visite en Guinée, Réaffirme L’engagement des Nations Unies pour Une Transition Inclusive Et Un Retour A l’Ordre Constitutionnel
Conakry, 20 janvier 2023- La Représentante spéciale adjointe du Secrétaire général et Cheffe par intérim du Bureau des Nations Unies pour l’Afrique de l’Ouest et le Sahel (UNOWAS), Mme Giovanie BIHA, a conclu aujourd’hui une visite de deux jours à Conakry, Guinée. L’objectif de cette visite était de participer à la cérémonie de clôture de la caravane de « promotion de l’inclusivité et de la cohésion sociale en Guinée » qui s’est déroulée le jeudi 19 janvier 2023, et de rencontrer les autorités de la transition, ainsi que le corps diplomatique, la société civile et l’équipe pays des Nations Unies.
Lancée le 10 novembre 2021 à Nzérékoré, en Guinée Forestière, la caravane de « promotion de l’inclusivité et de la cohésion sociale en Guinée », soutenue par les Nations Unies, avait pour objectif de favoriser les processus de réconciliation au niveau national et communautaire à travers la mise à contribution des cultures locales, et le renforcement et la promotion des droits de l’homme et le vivre ensemble.
Félicitant les autorités et le peuple guinéen pour la réussite de ce projet qui a bénéficié aux diverses communautés dans dix localités, notamment, Boffa, Conakry, Dabola, Kankan, Kindia, Koundara, Labé, Macenta, Mamou et Siguiri, la Représentante spéciale adjointe a souligné l’importance de la mise en œuvre des recommandations produites après un an d’échange et de consultation. Ces recommandations portent, entre autres, sur le renforcement de l’inclusivité et la transparence dans les processus politiques, sociaux et économiques. L’amélioration de l’accès aux services sociaux de base, la distribution équitable des richesses nationales, le respect des droits humains ont été également préconisés comme des facteurs de renforcement du vivre ensemble.
En marge de cet évènement, Mme BIHA a été reçue en audience par le Premier Ministre, Bernard GOUMOU. Elle a également eu des entretiens avec le ministre des Affaires étrangères, de l’Intégration africaine et des Guinéens à l’étranger, Morissanda KOUYATE, et la Secrétaire générale du Ministère de la Justice et des Droits de l’homme, Irène Marie Hadjimalis THIAM.
Les discussions ont porté sur divers sujets liés au processus de transition et au soutien des Nations Unies. Mme BIHA a réaffirmé l’engagement de l’ONU à soutenir la transition en cours, en étroite collaboration avec la CEDEAO et conformément au chronogramme en 10 points pour un retour rapide à l’ordre constitutionnel, et un soutien à la promotion de l’État de droit. Elle a, par ailleurs, félicité le gouvernement de transition pour l’ouverture et la tenue du procès du massacre du 28 septembre 2009.
La Représentante spéciale a également rencontré des membres du Réseau des femmes leaders africaines en Guinée (AWLN), de l’Association des victimes, des parents et des amis de victimes du 28 septembre 2009 (AVIPA).

Deputy Special Representative Giovanie BIHA Concludes Visit to Guinea, Reaffirms UN Commitment to an Inclusive Transition and Return to Constitutional Order
Conakry, 20 January 2023- The Deputy Special Representative of the Secretary-General and the Acting Head of the United Nations Office for West Africa and the Sahel (UNOWAS), Ms. Giovanie BIHA, concluded today a two-day visit to Conakry, Guinea. The purpose of this visit was to participate in the closing ceremony of the « Promoting Inclusiveness and Social Cohesion in Guinea » caravan which took place on Thursday, January 19, 2023, and also to meet with the transition authorities, the diplomatic corps, civil society and UN country team.
Launched on November 10, 2021 in Nzérékoré, in Guinea Forestière, the « promotion of inclusiveness and social cohesion in Guinea » caravan, supported by the United Nations, aimed to foster reconciliation processes at national and community levels through the contributions of local cultures, and the strengthening and promotion of human rights in a socially cohesive environment.
Praising the authorities and people of Guinea for the success of this project which benefited various communities in ten localities, namely Boffa, Conakry, Dabola, Kankan, Kindia, Koundara, Labé, Macenta, Mamou and Siguiri, the Deputy Special Representative stressed the importance of implementing the recommendations that have been generated after a year of exchanges and consultations. These recommendations include strengthening inclusiveness and transparency in the political, social and economic processes. The improvement of access to basic social services, the equitable distribution of national wealth, and the respect of human rights were also recommended as factors for strengthening social cohesion.
On the margins of the event, Ms. BIHA was received in audience by the Prime Minister, Bernard GOUMOU. She also had discussions with the Minister of Foreign Affairs, African Integration and Guineans Abroad, Morissanda KOUYATE, and the Secretary General of the Ministry of Justice and Human Rights, Irène Marie Hadjimalis THIAM.
Discussions focused on various topics related to the transition process and UN support. Ms. BIHA reaffirmed the UN’s commitment to support the ongoing transition, in close collaboration with ECOWAS and in accordance with the 10-point timetable for a rapid return to constitutional order, and for the promotion of the rule of law. She also commended the transitional government for opening and holding the trial of the September 28, 2009 massacre.
The Special Representative also met with members of the African Women Leaders Network in Guinea (AWLN), the Association of Victims, Relatives and Friends of the Victims of September 28, 2009 (AVIPA), the United Nations Country Team and representatives of the Diplomatic Corps accredited to the Republic of Guinea.
